If you have a Gyomu Super or Hanamasa nearby they sell larger catering packs. Metro are a large cash and carry with outlets dotted around, they carry a lot of imported goods as well as domestic produce and they only sell to business customers so you won't find them packed out on school holidays. Then there's always Costco but you often find that Gyomu and Hanamasa are cheaper.

Here in Chiba restaurant supply companies tend to be small local businesses covering two or three adjoining cities offering different levels of professionalism and price competition. You'd have to ask around any friendly restaurants you know to get contact information for your area. We have three around us, one is good and will deliver your order next day, another is so so and the third is useless.

You may be able to find a farmer locally that grows wheat during the winter.

You would probably have to source each ingredient from a different place to be most cost effective.
A little online poking for commercial volumes of bread flour brought up:

You can contact Ogasawara for commercial volume for flours etc
強力粉・中力粉・薄力粉・内麦粉・ミックス粉・特殊粉・ふすま
各種 直接お問い合わせください。
TEL:0566-41-0480
MAIL:[email protected]

otherwise online you can find the following:

Gluten Japan
M_Mart
Marusen

Work hard finding good flour prices. Check out specialty shops like Indian and Halal shops, as well as Spanish and Portuguese shops. They tend to have good prices on HUGE sacks of unique flour i.e. whole wheat flour, corn flour, etc.

Even Hanamasa does not have good prices on flour.
